The short answer

The Northeast Pack Hockey League, usually just the NE Pack, is a USA Hockey Tier 1 (AAA) youth league for 14U, 15O, 16U and 18U teams, with a 13O division added in 2026-27. Nine organizations from New York, New Jersey, Connecticut, Rhode Island, Pennsylvania, Michigan and Illinois play five showcase weekends between October and January, then a playoff weekend at the Utica University Nexus Center in February. Between those weekends each club runs its own schedule. All nine clubs were invited into the USA Hockey Development League for 2027-28, so the league's 15U and 16U picture changes next season.

If your player is on a Tier 1 team in the US Northeast or Midwest, or you are a Canadian family weighing a move to one, you will hear "the Pack" a lot this season. The Northeast Pack Hockey League has become one of the most closely watched youth leagues in the United States: by its own count 47 of its players were taken in the 2026 USHL Phase I draft, and in October 2026 USA Hockey invited every one of its nine member organizations into the new Development League. Most of what is written about it lives in press releases and team group chats.

This guide puts it in one place: what the league is and is not, which clubs are in it, how the showcase schedule works, where the playoffs are, what it costs a family in money and weekends, how a Canadian player can join, which junior drafts its players feed, and what changes in 2027-28. Every fact comes from the league's own site, USA Hockey's published rules, or a named source listed at the bottom.

What Is the Northeast Pack Hockey League?

The Northeast Pack Hockey League is a members-only showcase league for USA Hockey Tier 1 youth teams at 14U, 15O, 16U and 18U, with a 13O division added for 2026-27. It was founded at the start of the 2019-20 season, is run by Commissioner Mark Mobus, and in 2026-27 has nine member organizations from the Northeast and the Midwest. The league describes its members as sharing "a vision for player-focused development" and being "consistently some of the top youth hockey organizations in the country," and it lists the USHL, OHL, Tier 2 junior, NCAA and pro hockey as the levels its players have advanced to.

The word league needs one clarification. The NE Pack does not run a weekly schedule. Its season is six events: five showcase weekends from October to January, each played in a member club's market, and a playoff weekend in February at the Utica University Nexus Center in Utica, New York. Across those weekends the eight teams at an age level play each other, standings accumulate on a 3-2-1 points system, and the top seeds meet in Utica. The rest of each team's calendar belongs to the club: practices, other tournaments, independent games against other Tier 1 programs and, for some members, a second league.

That format is why the Pack can hold clubs from Connecticut to Illinois. When the Chicago Mission joined, club president Gino Cavallini called the league a fit with the Mission's principles of "playing the best competition and meaningful travel", which is the model in one line: fewer league games, better opponents, and every game in front of scouts.

Two things the NE Pack is not. It is not a prep-school league; the New England prep circuit is NEPSAC, a different world with a different calendar. And it is not the Northeast Pro league or any adult league. If you searched for NEPACK or NE Pack hockey, this is the league you were looking for.

Which Teams Are in the NE Pack in 2026-27?

Nine organizations are full members for 2026-27, and a tenth club plays in the 13O division only. The Chicago Mission and the Reapers Hockey Association joined this season, which took the league to eight teams at each of the 14U, 15O, 16U and 18U levels, 32 teams in all, plus eight teams at 13O. Every one of the nine was invited into the USA Hockey Development League for 2027-28.

How Does the NE Pack Season Work?

The 14U to 18U season is five showcase weekends from October to January and a playoff weekend in February. The 13O season is two showcases and a January playoff. Here is the 2026-27 calendar as the league published it.

The game format comes from the league's 2026-27 game procedures: three 17-minute periods, an ice cut after the first whistle past 8:30 of the second period, a five-minute three-on-three overtime if tied, then a three-player shootout; one timeout per team; every game scored on GameSheet with a signed official USA Hockey roster. Standings use three points for a regulation win, two for an overtime or shootout win and one for an overtime or shootout loss.

New in 2026-27 is the Commissioner's Cup, one award for the organization that collects the most regular-season points across its 14U, 15O, 16U and 18U teams combined. Mobus says the point is to have "players checking scores, following the standings and paying attention to what is happening in the other age groups within their organization." It is presented at the Rochester showcase in January, which closes the regular season.

What happens between events matters as much as the events. Most of an NE Pack team's games come from the club's own schedule: elite tournaments (the Wolfpack opened 2026-27 at the Eastern Alliance Kickoff in Massachusetts; the Reapers and Penguins Elite won three divisions at the USHL Fall Classic in Chicago in September), independent games against other Tier 1 programs, and in some cases a second league. When you compare clubs, ask for the whole calendar, not just the Pack dates.

Where and When Are the NE Pack Playoffs?

The 14U to 18U playoffs are February 4 to 7, 2027 at the Utica University Nexus Center in Utica, New York, the building that has hosted the finals since 2024. The 13O championship is decided in Rochester, New York, on the January 8 to 10 weekend.

The Nexus Center was built for exactly this kind of weekend. It opened in November 2022, has three NHL-size rinks under one roof, and connects by walkway to the Adirondack Bank Center at the Utica Memorial Auditorium, which gives the event a fourth sheet and an arena stage; the 2024 16U final was played on the Aud ice. For eastern Ontario families it is a day trip, about two and a half hours from the Thousand Islands crossing. The playoff field is the league's own eight teams per age group, teams that have been playing each other since October.

Where Do You Find NE Pack Scores, Standings and Stats?

On the league site, under the 26/27 Season menu, where every page is a GameSheet embed with a division filter. There is no app and no separate stats site; the same GameSheet records feed the Commissioner's Cup standings. The pages worth bookmarking:

Two habits help. Filter by division before you read anything, because the embeds default to a mixed view. And keep your own log of your player's games and minutes: scouts who ask a family for a season summary are asking for exactly that, and GameSheet box scores do not record ice time.

How Strong Is the Competition, and Who Is Watching?

Strong enough that the junior leagues plan around it. By the league's count, 47 NE Pack players were selected in the 2026 USHL Phase I draft, the draft for 16-year-olds that every US junior scout builds a season around; more went in Phase II. Seven league alumni played for the US Under-18 Select Team at the 2026 Hlinka Gretzky Cup, and four current players made the US Under-17 team for the Four Nations tournament in August 2026. New England Hockey Journal has sent writers to the Utica playoffs to rank the top prospects since at least 2022, and the scouting service Neutral Zone evaluated 87 players at the Bishop Kearney-hosted 15U and 16U showcase in February 2026. The Reapers' president, Steve Dry, called it "the premier U14 to U18 Tier 1 league in the United States" when his club joined, which is a member's opinion, but USA Hockey's decision to invite all nine clubs into the Development League says something similar.

Member organizations have won ten USA Hockey Tier 1 national championships since the league formed in 2019: Mount St. Charles three (18U in 2022, 14U in 2024, 15O in 2025), Bishop Kearney two (16U in 2022, 14U in 2023), the Long Island Gulls and their NJ Avalanche predecessor three at 16U (2021, 2023, 2024), Pittsburgh Penguins Elite one (16U in 2019) and Mid Fairfield one (13O in 2026).

The scouting audience follows the talent. The league sells itself to clubs on "unmatched visibility to scouts across all levels of junior hockey organizations and NCAA," and the format is built for it: eight teams at an age level in one building for a weekend is an efficient trip for a USHL, NAHL, OHL or college staff. For a family, the practical effect is that an NE Pack weekend behaves more like a showcase than a regular league game. Players are evaluated on every shift, scouts work from the posted rosters, and the player who treats a Sunday morning game in Pittsburgh as a throwaway is doing it in front of the wrong people. Our guide to the recruiting timeline by age explains what actually gets noticed at 14, 15 and 16.

What Does It Cost to Play in the NE Pack?

The league does not publish fees. Each member club sets its own, and the NE Pack portion of the season is folded into the club's team fee. What the league calendar tells you with certainty is the travel: up to five away weekends across New York, Illinois, Pennsylvania and New Jersey, plus Utica in February for the playoffs, before any of the club's own tournaments. For a family near one host rink that is four or five hotel weekends; for a Detroit or Chicago family, several of those are flights or very long drives, and the school days add up.

Questions worth asking any Tier 1 club before you commit, in the Pack or anywhere else:

  • The all-in number. The team fee, what it includes (ice, coaching, tournament entries, league fees, jerseys) and what it excludes (travel, hotels, extra tournaments, off-ice training, video).
  • The whole calendar. League weekends plus every other event the team has entered, so you can count the trips and the missed school days before you sign.
  • Payment schedule and refund terms. What happens if the player is injured, is called up to junior, or leaves at Christmas.
  • Housing and school. If the player would move to play, who arranges housing, what it costs, and which school the team's out-of-town players attend.

From 2027-28, Development League teams must put most of this in writing before anything is signed. USA Hockey's DL rules require a Team Fact Sheet listing the season's team fees, uniform and equipment fees, anticipated travel costs for the player and any required travel for parents, and the payment schedule, signed by the team and the parents before a Player Agreement can even be offered. Ask any Tier 1 club for the same thing now. Our guide to what junior and college hockey really costs covers where the development years fit in the bigger budget.

How Do Players Get Onto an NE Pack Team?

Through the club, not the league. Each organization runs its own tryouts and signs its own players under USA Hockey Tier 1 rules; the NE Pack has no central registration or draft. The strongest programs fill most of a roster with returning players and invitations before open tryouts happen, so a player who wants to be seen should be in contact with a program during the season, not the week of tryouts. Tryout timing is set by each USA Hockey affiliate, and from 2027 the DL calendar adds a hard rule: DL teams may not hold tryouts or sign players from March 1 until the National Championships end, and DL and Tier 1 teams alike may start tryouts 48 hours after the last game.

16U2010 and youngerEight teams.

Several Pack clubs are school-based programs, Bishop Kearney Selects at Bishop Kearney High School in Rochester and Mount St. Charles at Mount Saint Charles Academy in Woonsocket among them, and every member rosters players who have relocated to play. Residency rules for Tier 1 teams depend on the affiliate; the DL goes further in 2027-28 with open residency and no restriction on where a rostered player lives. Ask the club how its out-of-town players are housed and schooled before you ask about ice time.

Can a Canadian Player Join an NE Pack Team?

Yes, but the paperwork comes before the tryout. A Canadian citizen moving to a USA Hockey youth team needs an approved transfer under the USA Hockey and Hockey Canada agreement before they can be rostered, and the rules change with the player's age and living situation.

  • The transfer itself. The club files USA Hockey's Canadian youth transfer form and the player's documents with USA Hockey's transfer office, which quotes three to five business days for Canadian youth transfers. A player who holds a US green card can receive an unlimited transfer; a Canadian with other residency documents receives a limited transfer valid for one season. No youth transfer runs past the player's 18th birthday, and the form requires a release or letter of good standing from the player's last Canadian club.
  • Players 16 and under moving without a parent. Hockey Canada treats these as transfer appeals, not routine transfers. Its branch guidance (the Hockey Eastern Ontario version is typical) requires school enrolment, housing, billet and financial details with the Notice to Appeal, states that "transfers are only granted where there are unique circumstances involved," and warns that if an appeal is denied the player must return to the home branch. Apply as early in the season as possible and build the move around that decision, not the other way round.
  • Residency and status. USA Hockey requires the player to live in the United States with the residency documents listed on the form; a visitor's stay does not qualify. Programs that enrol players in a school may be able to support a student status; ask the club which status its Canadian players hold and who handles it.
  • From 2027-28, a DL cap. USA Hockey's Development League guidebook allows each 15U DL and 17U DL team to roster at most two non-US citizens, excludes goaltenders entirely (DL goalies must be US citizens), and requires that the non-citizen player has "previously been registered with USA Hockey and played on a USA Hockey team during a previous season." In plain terms: a Canadian skater who wants a DL spot with a Pack club in 2027-28 needs a season on a USA Hockey roster first, and a Canadian goalie cannot play DL at all. The 13O, 14U and 18U Tier 1 teams are not covered by that cap.

Two more notes for Ontario families. You do not have to move to be seen by this group: the Fromen Injury Law Showcase, an annual event in the Buffalo area directed by NE Pack commissioner Mark Mobus (October 30 to November 1 in 2026, in Amherst and Lockport, New York), is built to put top US programs and "a few strong teams from Ontario" on the same ice, with no gate or scout fees. And think hard about which junior draft you want the player in, because the state a club sits in decides whether that is the OHL or the QMJHL, which the next section explains. If you are weighing this kind of move, it is exactly the decision our family advisors walk through with parents, transfer and school logistics included.

Which Junior Drafts Cover NE Pack Players?

Three, and which ones apply depends on the player's age and the club's state.

  • USHL Phase I and Phase II. Every player in the league is eligible on age alone. Phase I is the 16-year-old draft (2010 birth years in May 2026, 2011 birth years in 2027), with each USHL team making 15 picks, so the 15O season is the year USHL scouts build their lists. Phase II, the following day, covers the 17- to 20-year-old age categories. Our guide to US junior hockey pathways explains how the USHL and NAHL fit together, and why a draft pick is a right, not a roster spot.
  • OHL Priority Selection. The OHL holds rights to players from New York, New Jersey, Pennsylvania, Michigan, Ohio, Illinois, Wisconsin, Minnesota and a list of other states east of the Mississippi and in the South. That puts Bishop Kearney, Rockets, Wolfpack, Penguins Elite, Little Caesars, Chicago Mission and Reapers players in the OHL's spring draft of 15-year-olds (2011 birth years in April 2027). Our OHL draft guide covers the preparation.
  • QMJHL draft. New England is QMJHL territory, so Mid Fairfield (Connecticut) and Mount St. Charles (Rhode Island) players enter the QMJHL draft rather than the OHL's.

Since August 1, 2025, playing in the CHL no longer costs a player NCAA eligibility, which has changed the calculation for US-based players as much as for Canadians: a 15O player can be drafted by an OHL team in April, taken by a USHL team in May, and keep every option open into the fall. Our piece on the CHL to NCAA wave has the numbers, and CHL vs NCAA the trade-offs. Whichever road, NCAA Division I coaches may not start recruiting conversations until January 1 of grade 10, and the player can write first: see how to email college hockey coaches.

What Changes in 2027-28 With the USA Hockey Development League?

On October 5, 2026, USA Hockey named the 29 organizations invited into its new Development League, chosen from more than 80 applicants, and all nine NE Pack members were on the list. The DL is a national tier above Tier 1 for 15U and 17U boys, starting in 2027-28. USA Hockey calls it its third major development step after the National Team Development Program in 1996 and the American Development Model in 2009, and it rewires the Pack's age divisions from next season.

The DL in one paragraph, from USA Hockey's 2027-28 guidebook: each invited organization ices one 15U DL team (14- and 15-year-olds, with at most four 14-year-olds) and one 17U DL team (15- to 17-year-olds, with at most two 15-year-olds). DL teams are full-season teams that play 40 to 55 games from September to March, at least 60 percent of them against other DL teams, practise at least three times a week on ice and twice off it, and play their own playoff and championship instead of Tier 1 Nationals. Rosters hold at most 22 players, two of them goaltenders. Each team pays a $5,500 league assessment for 2027-28 on top of its own costs. And a DL organization may not ice 15O or 16U Tier 1 teams: it may field up to five teams, at 13O, 14U, 15U DL, 17U DL and 18U.

What that means for the NE Pack:

  • 15O and 16U go; 15U DL and 17U DL arrive. The league has already announced its 2027-28 shape: 15U DL and 17U DL divisions with ten full-time teams each (the nine members plus the Boston Jr. Eagles, who join at those two levels only), Okanagan Hockey Colorado as the official guest organization at the DL ages for two or three events plus the Fromen showcase, and Little Caesars moving to full participation at 14U, 15U DL and 17U DL. 13O, 14U and 18U continue as Tier 1 divisions. Dates for 2027-28 had not been published when this guide was written.
  • The calendar moves up. DL teams sign their own returning players from January 15 to 31, 2027, open signing runs through February, and from March 1 to the end of Nationals DL teams may not hold tryouts or sign anyone. A 2012- or 2013-born player hoping for a 15U DL spot, or a 2010- to 2012-born player for 17U DL, will have offers on the table in the middle of this season. If your player is in that window, the conversations are happening now.
  • Agreements with teeth, both ways. A signed DL Player Agreement guarantees the roster spot and binds the player for the season; the Team Fact Sheet with fees and travel must come first; a player who signs with the NTDP, a USHL or an NAHL team before the DL team's first game must be released without financial penalty; and a player under agreement may not try out anywhere else except the NTDP, USHL or NAHL.
  • Citizenship rules apply to DL teams. Two non-US citizens per team, no non-citizen goaltenders, and prior USA Hockey registration required, as covered above.
  • Not invited does not mean closed. Strong Tier 1 programs outside the DL keep their 15O and 16U teams and keep playing for Tier 1 national titles, and the guidebook sets 2029-30 as the first possible expansion season, with applications in the fall of 2028.

How Does the NE Pack Compare With Canadian AAA or Prep School?

Families rarely choose between a league and nothing. The real comparison is between an NE Pack club, a Canadian AAA association, and a prep school, and the differences are mostly about where the player lives, who is watching, and which draft they land in.

A family's view of the three routes. The middle column describes the Ontario AAA model (GTHL, OMHA, Alliance, HEO); the right column describes New England prep hockey (NEPSAC).

How it is paid forClub team fee plus travel and hotelsAssociation fee plus travelTuition, with financial aid at many schools

None of these is the path. A 2011-born forward from Ottawa with an OHL draft year coming has a different best answer from a 2010-born defenceman in Connecticut who wants Hockey East, and the right answer usually changes once between 14 and 16. Our piece on prep school vs AAA at 14 goes deeper on that fork, and the in-season training guide covers how to stay strong through a showcase-heavy calendar.

How ISM approaches this: We do not steer families toward a league. We map the player's options against the drafts, the school situation and the budget, then make the calls. For a player in or heading to an NE Pack club that means knowing which scouts are at which showcase, handling the transfer and appeal paperwork for Canadians, and keeping the OHL or QMJHL, USHL and NCAA tracks open at the same time. If 2027-28 is on your mind, talk to a family advisor before the January signing window, not after it.

The words that come up in every conversation about this league and the Development League, defined the way the rules use them:

Tier 1 (youth)
USA Hockey's top youth classification, usually called AAA. It is a different ladder from Tier I junior hockey, which is the USHL. NE Pack member teams are Tier 1 youth teams.
13O and 15O
The O means only: a division made up of a single birth year instead of a two-year age group. In 2026-27 the NE Pack's 13O is the 2013 birth year and 15O is 2011.
Showcase league
A league whose schedule is a handful of multi-game weekends at shared sites rather than weekly home-and-away games. The NE Pack plays five showcases and a playoff weekend; the rest of a team's games come from its club's own schedule.
Commissioner's Cup
The NE Pack award, introduced in 2026-27, for the organization with the most combined regular-season points across its 14U, 15O, 16U and 18U teams.
USA Hockey Development League (DL)
USA Hockey's national 15U and 17U tier starting in 2027-28, with 29 invited organizations, full-season teams, at least 60 percent of games against other DL teams, and its own playoffs instead of Tier 1 Nationals.
Player Agreement
The written agreement, required by the DL, that binds a player to one DL team for the season and binds the team to carry that player on its roster. It cannot be offered until the family has received a Team Fact Sheet.
Team Fact Sheet
The DL's required written disclosure of a team's fees, uniform and equipment costs, anticipated travel costs, payment schedule and weekly schedule, signed by the team and the parents before any Player Agreement.
USHL Phase I draft
The May draft in which USHL teams select 16-year-olds (2010 birth years in 2026, 2011 in 2027), 15 picks per team. Phase II, the next day, covers the 17- to 20-year-old age categories.
OHL Priority Selection
The Ontario Hockey League's spring draft of 15-year-olds from Ontario and from the US states in the OHL's territory, which include New York, New Jersey, Pennsylvania, Michigan, Ohio and Illinois.
Transfer (USA Hockey and Hockey Canada)
The approval a Canadian citizen needs before registering with a USA Hockey youth team. A limited transfer is valid for one season; a player with a US green card can receive an unlimited transfer. Players 16 and under moving without a parent need a Hockey Canada appeal.
Open residency
A DL rule: DL teams may roster a player regardless of where the player lives, with no district or affiliate residency restriction.
GameSheet
The digital scoring platform the NE Pack uses for schedules, scores, standings and statistics, linked from the league site.
